The Police says legal action cannot be taken against the owner of the five-storey building that collapsed onto a house in Buwelikada, Kandy on Sunday morning, for failing to inform neighbours prior.
Speaking at a media briefing this evening Police Media Spokesman Senior Superintendent of Police Jaliya Senaratne said informing neighbours of a possible incident, if they were aware ahead, is considered an ethical responsibility adding that there are no legal provisions to consider it a crime.
However, SSP Senaratne said legal action will be taken if it is deemed that constructions of the building did not follow stipulated protocol.
A couple and their one-and-a-half-month-old infant died in the collapse on Sunday morning.
Five persons were at the house at the time of the incident, while Police rescued two women who were trapped under the rubble.
